TOWNSHIP OF NIPISSING
Tuesday, November 17, 2015

A regular meeting of the Township of Nipissing Council was held on Tuesday, November 17, 2015.

Present: Deputy Mayor Tom Piper and Councillors Tom Butler, Dougal Culham and Liz Smith.

Staff and visitors present: Linda Lowery; Victoria Thomas, Ministry of the Environment and Climate Change; Kate Anderson, North Bay Parry Sound District Health Unit; Robert A-Muhong, North Bay Parry Sound District Health Unit; Rob Palin, North Bay-Mattawa Conservation Authority; P.A. The meeting was called to order at 6:30 p.m.

Disclosure of pecuniary interest: Councillor Liz Smith.

Presentation: Linda Lowery gave a presentation regarding concerns due to the presence of Cyanobacteria (Blue Green Algae) in McQuaby Lake including health concerns and environmental concerns. Kate Anderson and Robert A-Muhong, North Bay Parry Sound District Health Unit, provided information regarding the health effects of cyanobacteria. Victoria Thomas, Ministry of the Environment and Climate Change, spoke to the testing processes regarding local water bodies. Robert Palin, North Bay Mattawa Conservation Authority spoke to the nature of phosphorus, the origins of phosphorus via septic systems into water bodies and the complaint process for septic systems.

Presentation: P. A. Blackburn presented a proposed consent application for pre-consultation purposes regarding a lot addition from 95 Rockview Road.

R2015-219 D. Culham, T. Butler: That we submit a request to the Ministry of Municipal Affairs and Housing to withdraw from the North Almaguin Planning Board and be granted consent and subdivision granting authority. Carried.

R2015-221 D. Culham, T. Butler: That the minutes of the closed session meeting held November 3, 2015 be adopted. Carried.

R2015-222 L. Smith, D. Culham: That we accept the correspondence as presented. Carried.

Councillor Liz Smith declared a pecuniary interest as her employer is listed in the Accounts Payable.

R2015-223 T. Butler, D. Culham: That the statement of accounts dated: November 6 & 17, 2015, totaling $48,099.99, be approved. Carried.

R2015-224 L. Smith, T. Butler: That this part of our meeting will be closed to the public as authorized by Section 239(2) of the Municipal Act, 2001, c. 25, for consideration of the following subject matter:
c) a proposed or pending acquisition or disposition of land by the municipality or local board;
e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; Time: 8:58 p.m. Carried.

R2015-225 T. Butler, D. Culham: That we resume to an open public meeting. Time: 9:08 p.m. Carried.

R2015-226 L. Smith, T. Butler: That we submit a nomination package to the June Callwood Outstanding Achievement Award for Voluntarism in Ontario for Wendy Billingsley, Powassan District Union Library Board Chairperson. Carried.

R2015-227 D. Culham, T. Butler: That we pass By-Law No. 2015-35, being a by-law to confirm the proceedings of Council at its meeting held on November 17, 2015. Read the first, second and third time and passed this 17th day of November, 2015. Carried.

R2015-228 L. Smith, T. Butler: That the meeting be adjourned. Time: 9:20 p.m. Next regular meeting December 1, 2015. Carried.
