TOWNSHIP OF NIPISSING
Tuesday, March 8, 2016

A regular meeting of the Township of Nipissing Council was held on Tuesday, March 8, 2016.

Present: Mayor Pat Haufe and Councillors Tom Butler, Tom Piper and Liz Smith.

Staff and visitors present: Oscar Poloni, Linda Andersen, Todd Fearnely, Susan Christian, Jennifer McCourt, Dave Yemm, John-Paul Negrinotti, Rob Serson, Kris Croskery-Hodgins and Charles Barton.

The meeting was called to order at 6:30 p.m.

R2016-51 T. Butler, T. Piper: That the minutes of the meeting held February 16, 2016 be adopted as published. Carried.

Oscar Poloni, KPMG, presented the 2015 Audited Financial Statements.

R2016-52 L. Smith, T. Piper: That we adopt the 2015 Audited Financial Statements as presented. Carried.

Discussion regarding the proposed Trans Canada Trail through the JP Webster Nature Reserve took place. Jennifer McCourt from Discovery Routes Trails Association made a presentation to Council explaining the Request for Proposal process for the survey of the lands. Council requested clarification on the end result of the sketch.

R2016-53 T. Piper, L. Smith: That we pass By-Law Number 2016-14, being a By-law to amend the Human Resources Policy and Procedures Manual.
Read a first, second and third time and passed this 8th day of March, 2016. Carried.

R2016-54 T. Butler, T. Piper: That we pass By-Law Number 2016-15 being a by-law to enter into a Municipal Forest Fire Management Agreement.
Read a first, second and third time and passed this 8th day of March, 2016. Carried.

R2016-55 L. Smith, T. Butler: That we accept the RFP from Ontario Fire Apparatus for a new Mini-Pumper with Trade-In Option for a total cost of $145,770.00, including applicable taxes. Carried.

R2016-56 T. Piper, L. Smith: That we accept the 2016 Budget for the Powassan and District Union Public Library. Carried.

R2016-57 T. Butler, L. Smith: That we donate $100 to the Powassan Agricultural Society for the 2016 Fall Fair. Carried.

The 2016 Five Year Capital Forecast was reviewed by Council.

R2016-58 T. Piper, L. Smith: That we adopt the 2016 Five Year Capital Forecast as presented. Carried.

R2016-59 T. Butler, L. Smith: That we authorize Tom Piper and Kris Croskery-Hodgins to attend the District of Parry Sound Municipal Association Spring 2016 meeting in Kearney. Carried.

R2016-60 T. Butler, T. Piper: That we accept the correspondence as presented. Carried.

R2016-61 T. Butler, T. Piper: That the statement of accounts dated: February 25 and March 8 2016, totaling $112,422.22, be approved. Carried.

R2016-62 T. Butler, L. Smith: That the Council for the Corporation of the Township of Nipissing accept and agree to share all costs associated with a Full-Time Fire Chief and a Full-Time Deputy Fire Chief with the Municipality of Callander; and
That the CAO-Clerk for the Township of Nipissing is authorized to execute an amendment to the Shared Fire Chief Services Agreement. Carried.

R2016-63 T. Piper, T. Butler: That we authorize the CAO-Clerk to post within the Township of Nipissing Fire Department and Callander Fire and Emergency Services for a Full-Time Deputy Fire Chief in accordance with Human Resources Policy B2.02(1.01). Carried.

R2016-64 T. Piper, L. Smith: That we pass By-Law No. 2016-16, being a by-law to confirm the proceedings of Council at its meeting held on March 8, 2016. Read the first, second and third time and passed this 8th day of March, 2016. Carried.

R2016-65 T. Butler, L. Smith: That the meeting be adjourned. Time: 9:13 p.m. Next regular meeting March 22, 2016. Carried.
